The Small Business Environmental Assistance Program (SBEAP)
The Small Business Environmental Assistance Program (SBEAP) provides free and confidential technical assistance for small businesses navigating state and federal air regulations, in partnership with the Small Business Environmental Support Office (SBESO). The SBEAP is available to answer questions at sbeap@rit.edu and can help business owners with free and confidential permitting and compliance assistance. Assess
- Processes that could emit air contaminants
- Actual and potential emissions
- Regulatory requirements of regulated processes
Develop
- Air facility registrations and state facility permits
- Air emissions calculations, estimates, measurements as needed to meet regulatory requirements
- Calculations and materials needed to apply for required air registration permits
Assist
- Communications with DEC and applications for air registrations and permits
- Developing and maintaining compliance plans
- Troubleshooting compliance issues

Eligibility Requirements
New York State businesses with 100 or fewer employees are eligible for assistance.
(Companies with over 100 employees should contact SBESO.)
Special Considerations
The following requests require case-by-case review: complex air modeling requests; requests requiring a Professional Engineer (PE) stamp of approval or signature; requests involving completion of an Air State Facility permit application
